How to tell if your UK event legally and practically requires first aid or medical cover.
The short answer
If members of the public are attending your event, you have a duty of care under the Health and Safety at Work Act and the Management of Health and Safety at Work Regulations. The level of medical cover required is determined by a documented risk assessment, not a default minimum.
What the Purple Guide says
The Purple Guide to Health, Safety and Welfare at Music and Other Events is the recognised industry standard. It expects organisers to assess crowd size, audience profile, event duration, weather, alcohol, on-site hazards and access for emergency services before deciding cover.
When local authorities will require it
Most Safety Advisory Groups (SAGs) and licensing teams will ask for a medical plan as part of your event management plan. For licensed events, public gatherings of 500+, or any event with elevated risk, expect this to be mandatory.
